1.Make a new Color Fill layer, solid color , and put this: #E19595. Set it to Soft Light. (Opacity 40%)

2.Make another Color Fill layer, solid color,  and put this: #A5E4ED. Set it to Color Burn. (Opacity 26%)

3.Make another Color Fill layer, solid color, and put this: #111631. Set it to Exclusion. (Opacity 43%)

4.Make the final Color Fill layer, solid color,  and put this: #E4FF00. Set it to Overlay.  (Opacity 2%)

5.Make a CURVES layer and put the following settings [[Layer---New Adjustment Layer--- Curves]]
INPUT: 156
OUTPUT: 196

6. Make a new Selective Color layer and put the following settings
[[Layer---New Adjustment Layer--- Selective Color]]
Red : -66, +11, +40, +11
Yellow : -36, +25, 0, -100

7.Create a new Color Balance layer and use the following settings:

MIDTONES: -13/ 0/ -2 SHADOWS:+ 6,+ 2, +6 LIGHTS: +6, +11, +15

8.Create another Color Balance layer and use the following settings:

MIDTONES: -4, +8, +9

9.6. Make another Selective Color layer and put the following settings
[[Layer---New Adjustment Layer--- Selective Color]]

Red : -100, +9, +8, +9
Yellow : +92, 0, -100, +31

10. Make a Hue/Saturation layer

MASTER: 0, 6, 0 REDS: 0, 8, 0  CYAN:0. -7, 0

11. Make a  Brightness/Contrast layer

Brighness: -37

12. Make a new layer, fill it with #3F6FBF, set it to Color Dodge (Opacity 24%)
 

And you´re done :)
